Salary problems are linked to delays in payments by the company's general customer, NZPN Engineering, which has not transferred money to contractors.

Workers at the refinery have appealed to Rostov Governor Yuri Slyusar, but there has been no response. The Novoshakhtinsk refinery provided 1.7% of Russia's refining capacity.

The refinery was the first major refinery built from scratch in Russia in the last 30 years. The last strike on the enterprise was carried out on the night of August 21. It led to a fire at the facility, and as of the evening of August 22, the fire had not been extinguished.

The above-mentioned refinery is by no means the only enterprise in Russia currently experiencing problems with wages. As of the end of May, the total wage arrears of large enterprises more than tripled to 1.66 billion rubles. Also, since the beginning of this year, more than 100,000 Russians have been transferred to part-time employment or sent to idle time, which indicates the growth of hidden unemployment.
