The U.S. and Europe are working on a system that should preclude a second Russian attack.

Security guarantees for Ukraine, which European countries and the United States are agreeing on, will consist of two levels.

NATO Secretary General Mark Rutte said this at a joint press conference with Vladimir Zelensky in Kiev on August 22, according to "European Pravda".

Rutte noted the importance of Ukraine, the United States and Europe working together on what future security guarantees should look like. He said there is now agreement that there will be two levels of guarantees.

"The first level will be actually the establishment of some kind of peace agreement or ceasefire or a combination of both. So the first level will be for the Ukrainian Armed Forces to be as reinforced as possible so that they can withstand any difficulties," the NATO secretary general said.

The second level is what he said "the United States and Europe will provide."

"We are actually working on that. And as we all know, the Budapest Memorandum and the Minsk talks did not lead to real guarantees either. And our new guarantees should not be like that," he said.

Rutte emphasized that future guarantees should be of such a level that "Vladimir Putin, sitting in Moscow, would never even think of attacking Ukraine again."

Reportedly, Romania is ready to provide NATO with military bases as part of security guarantees for Ukraine.
