The Russian foreign minister also came up with his own list of countries that should provide security guarantees for Ukraine.
Russian Foreign Minister Sergey Lavrov reiterated that Russia is "ready to continue negotiations with Ukraine in any format, but a potential summit meeting should be thoroughly prepared and put a point to the negotiation process."
Lavrov said this at a press conference in Moscow, according to RosMedia
"We are ready for any format. But when it comes to summits, it is necessary to prepare them most thoroughly at all previous stages, so that the summits do not turn into a worsening of the situation, but would really put an end to the negotiations that we are ready to continue."
The Russian Foreign Minister noted that Vladimir Putin, during a telephone conversation with US President Donald Trump, "made a proposal not just to continue these negotiations (with Ukraine), but also to think about raising the level of heads of delegations."
"And just this fits into our proposal that within this process a separate block would be devoted to considering the political aspects of the settlement, along with military and humanitarian aspects," Lavrov said.
He claims that "this idea was positively received by President Trump." "We expect that he will bring it and explain it to Kiev representatives and we will get a reaction," Lavrov said.
No specifics regarding the possibility of a meeting between Putin and Ukrainian President Volodymyr Zelensky were given by the Russian Foreign Minister.
In addition, the Russian Foreign Ministry believes that it is impossible to discuss security guarantees for Ukraine without Russia's participation.
Lavrov said Moscow agrees to security guarantees for Ukraine from China, the United States, Britain and France on an equal basis. He also stressed that without Russia's participation "this is a path to nowhere".
"I am sure that the West, first of all the United States, understands perfectly well that to seriously discuss the issue of ensuring security without the Russian Federation is a utopia, it is a path to nowhere," Lavrov said.
He noted that Moscow believes that in the issue of security guarantees for Ukraine "it is necessary to be guided by the achievements made during the talks in Istanbul in 2022".
