The AFU Will No Longer Need Ammunition

The Department of Defense told us what has changed.

The government has removed administrative barriers for ammunition manufacturers, which will allow enterprises that have the necessary technologies and competencies to promptly deploy production. This is reported by the Ministry of Defense of Ukraine.

It is noted that the Cabinet of Ministers of Ukraine has unornormalized certain issues of production, purchase and supply of explosives and ammunition to meet the needs of the Defense Forces under martial law.

The Decree №902 of July 16, 2025 approved the Procedure for production, purchase and supply of explosives and ammunition and determines the algorithms and mechanisms of such procedures.

In particular, it is stipulated that enterprises that have already received the status of producer of ammunition, explosives, continue their activities, because it guarantees that the already launched production processes will not stop.

The resolution also stipulates that all certificates for storage of explosive materials for military use, continue their validity for the period of validity of the new Order. That is, manufacturers of ammunition and explosives do not need to go through bureaucratic procedures again.

The Ministry of Defense notes that any industrial explosive materials (even hunting powder) used to create ammunition for the Defense Forces are classified as military explosive materials. This simplifies their circulation and use in defense production.
