In the Minsk neighborhood of Dombrovka a drone crashed. On the night of July 29, it crashed into an apartment building but did not explode, although the Investigative Committee claims it was equipped with a TNT-based explosive device.
Politologist Anatoly Kotov in an interview with "Filin" commented on the incident:

And what we were shown, emphasizing the strange inscriptions, still looks like a provocation.
But not to frighten people. But to, as he said, prepare the ground for the upcoming meeting between Putin and Lukashenko.
Most likely, it was meant to show that Belarus is also under threat, that it is here defending itself from Ukrainian drones and at the same time defending Russia by shooting down drones over its cities.
And the main thing follows from that: give us money to defend ourselves even more effectively, because the threat is real.
- However, even if the drone is not real, human rights activists have reported about real detentions of people in the epicenter.

And almost no one heard anything, there is a large number of eyewitnesses, who should have at least woken up from a specific and very unpleasant sound.
It's clear that Minsk is not Kiev or Lviv, and people there don't know at what sounds one should immediately seek shelter. But there is no reason to say that many people heard something alarming.
All such provocations are within the meme "Stirlitz has never been so close to failure".
People were detained around just so that no witness testimony with someone's conclusions, which would cast doubt on the official version, would appear.
That is, this is a desire to intimidate, but not by a conditional shahid, but for the transfer of real data about the event.
