In Orsha, the construction of a new flagpole is nearing completion - the main structure has already been installed, while the area around it continues to be improved. According to data from the database of public procurement, the cost of works and equipment is now approaching 1.7 million rubles, and this is without taking into account a number of future purchases, which are still only planned. According to the public information, the large expenditures are made up of several directions. The flagpole itself (galvanized pipe) cost 154,166 rubles, and more than 1.33 million rubles were spent on construction work. These are the largest items of expenditure in the estimate.
Serious sums were also spent on design. The pre-investment and main project cost the budget in the amount of more than 155 thousand rubles, and dozens of small, but not insignificant expenses were added for various approvals, preparation of technical conditions and supervision. All expenses are covered by the district budget.
If we add up all the expenses found, the sum is currently approaching 1.68 million rubles. These are the official purchases published on the state procurement portal. However, as the practice of similar objects has shown, the final costs can grow: some of the work is formalized later or is not always reflected in full publicly. It turns out that spending on the flagpole itself amounted to less than 10% of the total expenditures for its arrangement.
An earlier similar object was built in Vitebsk - the square of flag and coat of arms in the park of the 1000th anniversary. Then the governor assured that the flagpole itself cost the city free of charge: it was allegedly donated by a patron of the arts, who is probably the director of the Vipo plant Andrey Sidorov.
But the state procurement system shows a different picture. At least 1 854 604 rubles were spent on the improvement of the square, of which more than 1.1 million - only for the screens, another 130 thousand - for the interactive stand, and tens of thousands - for benches, concrete garbage cans, granite signs, coat of arms and anthem, lighting cabinets, etc.
The sums for both flagpoles are about the same. At the same time Orshans had to pay for the flagpole themselves. If we compare the height, the Vitebsk one was 69 meters, while the Orsha one was planned to be 58 meters.
