Qatar, Saudi Arabia, Egypt and several other Arab states have signed a declaration demanding that Hamas disarm and end its rule in the Gaza Strip.

France, Britain, Canada and EU representatives are also among the signatories.

The document was agreed at a UN conference on the resumption of the two-state process between Israel and Palestine.

The declaration notes that after the Gaza war ends, Hamas should hand over power and weapons to the Palestinian Authority with the support of the international community. This, the document says, is in line with the goal of establishing a sovereign and independent Palestinian state.

The document also condemns Hamas's October 7, 2023 attack on Israel, which sparked the current war.

French Foreign Minister Jean-Noel Barrot called the declaration "historic and unprecedented," stressing that it was the first time Arab and Middle Eastern states publicly condemned Hamas' actions, called for its disarmament and exclusion from the governance of Gaza, and declared their readiness to normalize relations with Israel.

A among the declaration's provisions is the possibility of deploying an international stabilization mission to Gaza after the end of hostilities. Such a mission could be sent at the invitation of the Palestinian Authority, under a UN mandate.

It is noted that Israel and the US did not participate in the conference.
