Belarusian IT Workers Are Massively Closing Down IEs

Record attrition among all activities.

The sphere of information and communication in Belarus became the first sector in terms of the share of liquidated individual entrepreneurs. Over the year, from July 2024 to July 2025, there were 16.8% fewer individual entrepreneurs. This is a record loss among all types of activities, according to the data of the National Statistics Committee, noted the site "Belarusians and the market".

The measures to tighten the work of IEs began to be taken several years ago. If we look at the dynamics since 2022, the number of IEs in information and communication decreased from 14.2 thousand to 9.1 thousand, that is, by 36%.

The second industry, where IEs were liquidated most massively, was the composite category of "professional, scientific and technical activities," including lawyers, accountants, managers, architects, engineers, marketers and researchers, etc. Here the number of individual entrepreneurs decreased by 12% over the year, and from 2022 - by 28%.

The transportation industry suffered the least from the tightening - here the number of individual entrepreneurs decreased by only 1.4% over the year, and from 2022 - 5%.

In general, from July 2024 to July 2025, the number of individual entrepreneurs in all types of activities decreased by 6.3% - to 229.5 thousand people. Since the introduction of tightening in 2022 - by 15.5%.

Reminder, since October 2024, individual entrepreneurs were banned from engaging in many types of activities - there remained a limited list of permitted options. Before that, the possibility of paying VAT was canceled for Ipashniki, and a ban on work was introduced if the revenue exceeded the annual limit of 500 thousand rubles. And from 2023, the income tax rate for them was increased from 16 to 20%. At the same time, restrictions on the application of the single tax were introduced. From 2022, the application of the simplified taxation system was restricted.
