Russian authorities are again introducing a complete ban on the export of gasoline from the country in order to cool the fuel market, where prices have soared 30% since the beginning of the year and almost reached historic highs.
Till August 31, the export of gasoline from Russia will be prohibited, including producers, the Russian government said on Monday.
The ban is now in effect only for traders, intermediaries and oil depots. And its tightening is necessary "to maintain a stable situation in the domestic fuel market during the period of high seasonal demand and agricultural field work," according to the Telegram-channel of the Cabinet.
The sharp rise in wholesale gasoline prices began in April, and since then the cost of Ai-92 at the St. Petersburg commodity exchange soared by 29%, exceeding 65 thousand rubles per ton. The price of Ai-95 jumped by 28% and exceeded 73 thousand rubles per ton, almost breaking the absolute record set in the summer of 2023.
Russian oil companies are experiencing problems with the repair of oil refineries due to sanctions, said the head of the Ministry of Energy Sergei Tsivilev on July 17. According to him, the "failures" occurring at refineries are due to problems in the supply of equipment. It fell under European sanctions as part of the first package for the invasion of Ukraine - in February 2022.
"Why are there sometimes failures? Because now in the sanctions regime in which we are: here it is planned, say, for the repair of conditionally 4 months, and we were delayed something, something underdelivered," - complained Tsivilev.
The minister added that because of the sanctions restrictions "shift the terms" of repair of refineries. "And we are forced to compensate for these shifts," Tsivilev said.
Last year, according to Reuters, oil refining volumes at Russian refineries fell to a 12-year low after a series of Ukrainian UAV strikes knocked out at least 10 major refineries, some of which were forced to idle for months.
In the summer of 2025, Gazprom's Astrakhan gas processing plant and Surgut refinery stopped for repairs, as well as Rosneft's Kuibyshev refinery. In addition, the Samara group of refineries cut fuel shipments in June, sources told Reuters.
The government imposed restrictions on gasoline exports from March 1, 2024. An exception was made for deliveries under intergovernmental agreements, including with EAEU countries, for fuel exported by citizens for personal use, as well as gasoline intended for international humanitarian aid.
The embargo was temporarily suspended from May 20 until the end of July 2024, and from December 2024 only producers were allowed to export motor fuel.
From January to May 2025, according to Reuters calculations, gasoline exports from Russia increased by a quarter to 2.51 million tons.
