Belarus Is Preparing A "surprise" For Smokers

Belarus has developed a draft law, which provides for new rules of circulation of nicotine-containing products. The novelties may affect electronic cigarettes, vapes and liquids for them, writes Myfin.by.
The draft law "On tobacco raw materials, tobacco, non-tobacco nicotine-containing products, electronic smoking systems and liquids for them, systems for tobacco consumption" defines the basic terms, scope of regulation and measures of state control in the production, circulation and consumption of these products.
In addition, it specifies the entities authorized to produce and circulate such goods, as well as measures for licensing such activities.
The production, import and wholesale of tobacco and non-tobacco nicotine-containing products will be available only to legal entities. IEs will be able to engage only in retail sale of tobacco, but not vape and liquids for them.
In addition, to obtain a license for wholesale or retail trade will require compliance with strict requirements: the presence of authorized capital, warehouses, and for wholesalers - at least five years of experience.
The document also limits the possibility of so-called self-sampling - independent mixing of ingredients for electronic cigarettes.
The justification for the bill states that now some sellers offer components (glycerin, propylene glycol, flavorings) along with instructions for the manufacture of liquids, which allows to avoid taxation - the new rules should stop this practice.
The law also contains additional restrictions on the consumption of nicotine-containing products. In particular, it is proposed to prohibit smoking e-cigarettes on porches of residential buildings and in dormitories.
The document was submitted for public discussion, it will last until June 27.
