Spanish Government Submits Final Report On Causes Of Widespread Blackout

The Spanish government has released a final report on the massive power outage of April 28, naming grid operator Red Eléctrica and generation companies as the main culprits of the incident and definitively rejecting the cyberattack version, Spanish publication El Pais reported.
Vice Prime Minister and Minister for Ecological Transformation Sara Aagesen explained that operator Red Eléctrica had not planned all the necessary generation to control overvoltage, which ultimately led to the entire power grid being shut down, although there were more than enough reserves.
In addition, the government also pointed to "improper" actions by power generating companies.
On the one hand, synchronous power plants did not absorb voltage properly, contributing to the overvoltage that led to the blackout. On the other hand, some of the power plants that tripped due to overvoltage should not have done so, according to the system's operating requirements.
Although some of the requested data remained classified, Aagesen actually directed its criticism towards the biggest players in the market - Iberdrola, Endesa, Naturgy and EDP, which together control the vast majority of conventional generation in Spain.
A government commission concluded that the accident was caused by a combination of factors: false tension due to underestimated demand, Red Eléctrica's planning and the untimely actions of the electric producers.
At the same time, the government emphasizes: the report "does not constitute a judicial verdict," so resignations, particularly of Red Eléctrica head Beatriz Corredor, are not yet being considered.
