They called for stricter rules on labor visas.
A petition, the authors of which are concerned about the idea to attract 150 thousand Pakistani workers to Belarus, appeared in the network. They called to finalize the mechanisms that regulate labor immigration before bringing in such a large number of foreigners.
"Migration processes have a significant impact on the socio-economic situation in the country. According to the current legislation of the Republic of Belarus, in particular the Law "On the Legal Status of Foreign Citizens and Stateless Persons in the Republic of Belarus" and the Law "On Immigration", the state regulates migration flows. However, the current regulatory mechanisms in the light of the above-mentioned initiative to attract Pakistani workers require additional improvement for more effective management of labor migration," the petition says.
The authors proposed a number of measures:
Make the rules of obtaining labor visas stricter, especially for those who do not have the necessary qualifications. Advantage should be given to those who are really needed by the economy;
allow to bring family members only if certain conditions are met (e.g., availability of a job, period of stay, level of integration).
strengthen checks on how migrants comply with the law. For serious violations, fines or deportation should be imposed;
introduce mandatory Russian or Belarusian language testing for those who want to stay in the country for a long time;
create a system to verify the experience and skills of foreign workers so that they actually meet the requirements;
establish that visas are first issued for a short period of time (up to six months) and then can be extended if the worker fulfills his or her duties in good faith;
obligate employers to provide migrants with normal living conditions and make sure that when they come to the country, they do not have to pay for their work.
