Germany's foreign minister revealed the details.
The EU is preparing tough new sanctions against the Russian "shadow fleet". Particularly because of the fact that Russia circumvents restrictions and transports oil without sanctions.
This is reported by Die Zeit.
German Foreign Minister Johann Wadeful announced increased control over underwater infrastructure in the Baltic Sea because of the threat of sabotage by the Russian shadow fleet.
He warned that Russia posed a danger to the entire region and announced new sanctions and increased patrols.
The "shadow fleet" is understood to be Russian tankers and cargo ships that circumvent sanctions, particularly on oil exports.
Wadeful said these vessels transport oil on a daily basis, which generates significant revenues for the Kremlin, and pose a direct threat to security in the Baltic Sea.
"It also helps Ukraine because the shadow fleet transports oil every day, which Russia sells without sanctions," he said.
The European Union is now preparing a 17th package of sanctions against Russia, which includes tougher restrictions on the shadow fleet.
Latvian Foreign Minister Baiba Braže emphasized that about 84% of Russia's crude oil exports pass through the Baltic Sea by this very fleet, providing more than a third of Russia's budget.
Wadeful stressed the importance of joint action by NATO, the EU and neighboring countries to counter hybrid threats and protect the region's critical infrastructure.
The new measures aim to make it harder for Russia to avoid sanctions and strengthen security in the Baltic Sea.
