The administration of President Donald Trump must temporarily suspend a major reorganization of the government, as well as staff cuts, because Congress has not authorized it to do so. The announcement was made by U.S. District Judge Susan Illston in San Francisco, writes Reuters.
Illston sided with a group of labor unions, nonprofits and local governments and blocked for 14 days large-scale mass layoffs that are taking place under the banner of "downsizing."
This is the most sweeping ruling against Ilon Musk's reorganization of the U.S. government. Dozens of lawsuits have challenged the Department of Government Efficiency (DOGE), which he heads, on various grounds (e.g., violations of privacy laws and abuse of authority), but the results have been mixed.
In February 2025, Donald Trump directed government agencies to work with DOGE to identify targets for mass layoffs as part of the administration's restructuring plans.
Illston set a hearing for May 22 to consider a longer preliminary injunction. She said the plaintiffs are likely to succeed on a number of claims in their lawsuit. For example, the National Institute for Occupational Safety and Health and its Pittsburgh office fired 221 of the office's 222 employees. The judge cited similar examples at other institutions.
