No agreements will change the Kremlin’s stance.

Journalist Vitaly Portnikov reminded that tyrants understand only the law of force, which is why Putin can only be influenced in this manner.

"I believe that the only way to counter Putin's ambitions is through force. If the Russian Federation manages to capture Odesa, it will undoubtedly annex the Odesa region and the city itself. You understand this perfectly well, and no agreements will change Putin’s mind. If Russia fails to capture Odesa, it will not claim it. It's very simple—transparently simple, I would say, in this situation," Portnikov stated.

"If the Russian Federation cannot hold onto the occupied territories, it will not be able to claim them. Right now, Russia is unable to capture Kherson or Zaporizhzhia—what difference does it make that it has written them into its Constitution? If Russia can seize a Ukrainian or non-Ukrainian territory, it will control it, regardless of what others think," the political analyst explained.

Portnikov then elaborated on the unofficial law that currently governs the world:

"In reality, after 2014, international law—which we adhered to in Europe after World War II—was abolished, destroyed by Russia’s actions. At the same time, the sanctity of constitutional law in individual states was also shattered. What difference does it make to us what is written in Russia's Constitution? Now, it's all about military control: if someone can establish control over Donetsk, Luhansk, or Kherson—say, Ukraine does—then those territories will be part of Ukraine. If Ukraine cannot achieve this by force, then no political process can change it, and those territories will remain under Russian control."
