But the investigation is ongoing.
Belgian police have released former EU chief diplomat Federica Mogherini and former secretary-general of the European External Action Service Stefano Sannino from custody after they were detained for questioning in connection with a fraud investigation.
"The charges relate to fraud and corruption in procurement, conflicts of interest and breach of professional secrecy. They have been released because we assume that they will not be able to escape," the prosecutor's office said in a statement.
Federica Mogherini, rector of the College of Europe, Sannino and a College of Europe employee were detained on Tuesday in connection with an investigation into whether a public tender conducted by the European External Action Service in 2021-22 to select the higher education institution that would host the EU Diplomatic Academy was rigged in favor of the College of Europe.
The allegations are unproven and Mogherini, Sannino and the other detainee are presumed innocent until proven guilty by a court.
