Aliyev Refuses To Participate In CIS Heads Summit

The Azerbaijani leader refused to travel allegedly because of a tight schedule.
Azerbaijani President Ilham Aliyev will not come to St. Petersburg for the informal summit of CIS leaders on December 22, the Azertag agency reports. The country's administration explained that Ilham Aliyev was unable to attend due to a "busy work schedule."
The head of Azerbaijan also did not attend the December 21 meeting of the Supreme Eurasian Economic Council - the administration noted that the country is not a member of this body.
The day before, the Kremlin reported plans to host Aliyev at the events and was preparing for his visit. After it became known that the Azerbaijani leader would not come, the Russian leader's spokesman Dmitri Peskov noted that the Kremlin treated it "with understanding."
