European politicians are pointing this out.
European officials are concerned that Russia could use a new U.S.-brokered peace agreement to end the war in Ukraine to pave the way for a second invasion of Donbass.
According to Bloomberg.
The publication's sources said that "the fear that is the main stumbling block in the latest talks is that the U.S. plan for a demilitarized zone would give the Kremlin cover to deploy covert forces in the disputed zone."
The Kremlin could then use hybrid tactics, including so-called false-flag operations, to undermine U.S. security guarantees and set the stage for another invasion.
Ukrainian President Vladimir Zelensky said the United States had discussed turning Donbass into a "free economic zone" under special administration, while Russia opted for a "demilitarized zone."
This week, Zelensky voiced the idea of a referendum on potential territorial solutions for the region.

It is noted that while Russian dictator Vladimir Putin "is likely to maintain his maximalist goals in Ukraine, the key question is whether Moscow continues to reject any peace agreement, or tactically supports American attempts to reach an agreement in the coming weeks."
Besides the potential ability to use m - example, the protection of Russian speakers.
"This would leave the rest of Ukraine vulnerable to the next Russian offensive. So this is not just a technical point, but a fundamental issue - for Ukraine and for European security," Ricketts said.
