Lukashenko Has Come Up With An "indulgence" For Drunken Tractor Drivers

The bill would authorize freezing penalties and even exempting violators.
The draft law "On Amending the Procedural-Executive Code <�...> on Administrative Offenses" was adopted in the first reading on November 24 by the "House of Representatives of the National Assembly".
The document was presented to the "deputies" by Minister of Internal Affairs Ivan Kubrakov and member of the Standing Parliamentary Commission on Legislation Irina Astapenko.
It is emphasized that the bill was developed on the instructions of Alexander Lukashenko in order to provide "alternative options for bringing tractor drivers to administrative responsibility for driving vehicles in a state of intoxication."
The bill proposes to supplement the Procedural-Executive Code of Administrative Offenses with "provisions that enshrine the possibility to suspend the execution of the decision on administrative penalties in the form of deprivation of the right to engage in activities related to the management of wheeled tractors and self-propelled machines, except for category "A", the report says.
In addition, the bill "determines the procedure for releasing a person subjected to an administrative penalty in the form of deprivation of the right to engage in activities related to the management of wheeled tractors and self-propelled machines, except for category "A". There is a shortage of tractor drivers among other workers.
