Russia Wants To Introduce Punishment For Unemployment

The head of the Federal Project on Security and Anti-Corruption Vitaly Borodin, known for writing denunciations on Russians, has proposed to punish citizens for idleness. The corresponding appeal he sent to the Chairman of the Federation Council Valentina Matvienko. In the document, which "Abzats" read, he proposes to establish criminal liability for "evasion from socially useful labor" and introduce punishment up to imprisonment for one year.
Justifying the need for such a measure, Borodin refers to the staff shortage in the labor market, the growth of crime associated with illegal migration, as well as continuing demographic problems. The appeal proposes to penalize idleness, provided that the employment service has provided a person with employment options, and he has no valid reasons not to work. The document specifies that Russians, in addition to imprisonment, may be punished by compulsory labor up to 360 hours, correctional work for up to two years or forced labor for up to a year.
In Russia, since 1991, there has been no law in force that would define idleness as a criminally punishable act. Now this sphere is regulated by the law "On Employment of the Population," which recognizes the possibility of unemployment and provides for social payments to citizens who have lost their jobs.
Discussions about the return of responsibility for unemployment are raised in Russia regularly. In 2016, the government discussed the introduction of a special tax: the idea was supported by the Ministry of Finance, and the Ministry of Labor proposed to set an annual fee of 20 thousand rubles. In 2023 in the State Duma there were calls to send unemployed Russians to war with Ukraine.
In the autumn of this year, the speaker of the Federation Council Valentina Matvienko again raised the topic of mandatory contributions for non-working citizens, proposing a levy of 45 thousand rubles a year for health insurance. Such an amount corresponds to the maximum unemployment benefit for three months.
After that, the chairman of the State Duma Committee on Financial Market Anatoly Aksakov stated that unemployed citizens are actually "deadbeats" and they are obliged to make contributions to the pension system and the Federal Social Insurance Fund.
