Social institutions will be liquidated in all settlements of Belgorod Region bordering Ukraine that have suffered most from the war, the region's governor Vyacheslav Gladkov said during a meeting of the regional government. According to him, all kindergartens, schools, hospitals and cultural institutions will be closed. Their work teams will be distributed to similar organizations in other settlements of the region. Gladkov noted that the decision to do so had been made over the past two years. At the same time, he called such long deadlines "a failure of the local authorities," as they "caused anxiety" among residents, writes The Moscow Times.

"There are many questions from parents of schoolchildren. They worry that merging schools will bring discomfort and problems for the children. That's obviously not the case. The district administrations have done insufficient work with parents," Gladkov said. He also assured that all social workers will keep their jobs in their specialty with a salary "not less than it was." Before that Gladkov spoke about the possible transfer to distance learning of all schoolchildren in the town of Shebekino, which is located 5 kilometers from the border with Ukraine. Such a decision was explained by the continuing shelling from the Ukrainian side.

In early 2025, the Commissioner for Human Rights in the Belgorod region Zhanna Kireeva reported on the resettlement of more than 14 thousand people from the border area. Many settlements near which there was a complicated operational situation were resettled and closed to entry. In particular, in March, the Armed Forces of Ukraine (AFU) broke through the border and tried to gain a foothold near the villages of Grafovka and Prylesie. At that time, they closed the village of Krasnaya Yaruga and evacuated people from Grafovka.

In late October, the AFU hit the dam of the Belgorod water reservoir on the Seversky Donets River. As a result of the damage to the facility, authorities warned of the threat of "waterlogging" of nearby settlements. Local residents who were in the area of possible disaster were urged to evacuate to Belgorod and stay in the city's temporary accommodation centers (TACs). The villages in question were Bezlyudovka, Novaya Tavolzhanka and the town of Shebekino.
