Belarus Wants To Introduce Innovation On Checking Taxpayers' Income, Expenditures

Here's what it is this time.

Belarus wants to introduce an innovation on tax inspections of income and expenditures of the population. The possible change is envisaged by the project with amendments to the Tax Code.

This Is How Tax Service Correlates People's Expenses With Their Income Now

Taxmen check the ratio of income and expenditures of people who somehow got in their field of vision. Their attention can be attracted, for example, by expensive purchases. Such audits are called desk audits. Their first stage is to correlate data on a person's income and expenditure. This is done on the basis of the information that is available to the tax office.

If the auditors find an excess of expenses over income, they may ask the person to tell where the ‘extra’ money came from. When the tax authorities receive explanations or a complaint about the results of a desk audit, they have one month to respond. They can either agree with the explanations of the person and not to charge additional amounts, or they can ask for money.

On What May Be Changed

Now officials want to increase this one-month period for an additional desk audit twice - up to two months.

‘If in the course of the check, the physical person declares additional periods of their sources, then the check is carried out for the additional period. And there may arise questions on expenses, for which the tax authority has not previously asked information on sources,’ explained earlier the head of the main department of taxation of individuals of the Ministry of Taxation Andrei Kavaleuski.
