Russia recognizes the territorial integrity of Ukraine provided that Kyiv fulfils the promises made in the Declaration of Independence, Russian Foreign Minister Sergei Lavrov said following the results of the 78th UN General Assembly.

“Back in 1991, we recognized the sovereignty of Ukraine on the basis of the Declaration of Independence, which it adopted upon leaving the USSR. <…> One of the main points for us was that Ukraine would be a non-aligned country and would not join any military alliances,” he said.

Lavrov added that the declaration also provides respect for the rights of national minorities and directly mentions the Russian language. “In that version, under those conditions, we support the territorial integrity of this state,” the minister noted.

At the same time, Lavrov emphasized that Kyiv violated these principles by allegedly “starting the war” against Donbas and Crimea. “We have no problems with the territorial integrity of Ukraine. It was destroyed by those who carried out and supported the coup, whose leaders declared war against their own people and began bombing them,” he said.
