North Korea Has Sent 5,000 More Military Personnel To Russia

South Korean intelligence has learned the details.

North Korea has deployed 5,000 military construction workers to Russia since the beginning of the fall to help with "infrastructure reconstruction." Citing South Korean intelligence, this was reported Tuesday by Lee Song Gwon, a member of the country's parliament, Euractiv reported. "Some 5,000 North Korean construction troops have been moving to Russia in stages since September and are expected to be mobilized to rebuild infrastructure," the MP said.

He said South Korean intelligence has also found "indications" of training and selection of personnel in preparation "for additional troop movements." Intelligence agencies now estimate about 10,000 North Korean troops are concentrated near the Russian-Ukrainian border, Lee said. At the same time, Seoul estimates that at least 600 North Korean soldiers have died in the war in Ukraine and thousands more have been wounded.

South Korean and Western intelligence agencies earlier reported that, according to their data, Pyongyang had sent about 10,000 of its troops to fight against Ukraine in 2024. In September 2025, South Korean intelligence estimated the number of North Korean soldiers who died in Ukraine and were deployed to support the Russian Armed Forces at about 2,000, AFP reported.
