Trump has three scenarios on the table.
The administration of U.S. President Donald Trump has developed a series of aggressive scenarios to overthrow a friend of the Belarusian dictator, Venezuelan President Nicolas Maduro. Military plans include airstrikes, special forces operations to capture or eliminate him.
As The New York Times writes, citing U.S. officials, Trump has yet to make a final decision. His key advisers are pushing for a forceful scenario, and the Justice Department is working on a legal justification that would allow it to bypass Congress.
The key proponents of military intervention are Secretary of State Marco Rubio (who also serves as national security adviser) and Trump's deputy chief of staff Steven Miller. They see overthrowing the Venezuelan leader as a priority.
Trump himself is still hesitant, fearing that the operation could fail and turn into an "embarrassing defeat." However, his main motivation is the potential benefit to the US, namely gaining control of Venezuela's vast oil reserves, which are the largest in the world.
Preparations for a possible military operation are already underway
Since late August, the US has been steadily building up its military presence in the Caribbean. About 10,000 US troops are already in the region.
The newest and largest US aircraft carrier Gerald R. Ford, with 5,000 sailors and more than 75 planes on board, is expected to arrive there in the middle of the month.
Trump is likely to make a final decision after the carrier arrives.
Trump has three military options on the table
The first scenario involves airstrikes on military installations and units loyal to Maduro to provoke him into fleeing and make him vulnerable to capture.
Critics of this approach warn that it could have the opposite effect - rallying support around a leader in difficulty.
The second scenario is riskier. It involves using elite special forces, such as Delta Force (one of the U.S. Armed Forces' most classified Special Operations Forces) or the elite SEAL Team Six, to directly capture or eliminate Maduro.
The third scenario is the most complex and large-scale. It involves the landing of U.S. special forces to take control of airfields, oil fields and other critical infrastructure in the country.
These two options are accompanied by a much higher risk to the lives of special forces and civilians.
The White House is looking for a loophole to bypass Congress
The Trump administration is seeking a legal loophole to bypass longstanding U.S. legal prohibitions on assassinating foreign leaders and act without formal congressional authorization.
The Justice Department is drafting a doctrine that would recognize Maduro and his entourage as central figures in the Cartel de los Soles narco-terrorist group. Such a designation, according to administration lawyers, would make Maduro a legitimate military target.
