It's official.
On November 4, the U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC) removed from the sanctions list the Belarusian state airline Belavia and one of the aircraft regularly used by Alexander Lukashenko and members of his family.
The document shows that Belavia is removed from the sanctions, which were in effect under U.S. Presidential Decree No. 14038, directed against official Minsk. The carrier can once again participate in financial and commercial transactions that were previously impossible due to its blocked person status.
The Bombardier Challenger 850 aircraft with registration number EW-301PJ, a business jet used by high-ranking officials of the Belarusian government and members of Lukashenko's family, has also been removed from the list of blocked persons.
In addition, the U.S. Treasury Department has issued a license that temporarily allows transactions with three specific aircraft "related to Alexander Lukashenko or a foreign company with a restricted status. The authorization covers transactions related to their use, including maintenance, flights and other technical and commercial operations.
It will be recalled that on September 11 this year it became known that the United States lifted sanctions against Belavia. The U.S. Bureau of Industry and Security (BIS) of the U.S. Department of Commerce explained that September 12 this year, they allowed certain planes of the Belarusian national carrier to perform international flights and undergo maintenance. Then the restrictions were lifted from eight Boeing - they were taken out from under strict sanctions, including a ban on repair, modernization and supply of spare parts. But they are not allowed to fly to some countries, including Russia.
The cargo Boeing 747-300 with the flight number EW465TQ, which belongs to the Belarusian sub-sanctioned company Transaviaexport, is still under sanctions.
The national air carrier is still under EU sanctions.
With the partial lifting of sanctions against Belavia, Russia began to discuss that Minsk could become a hub for flights from that country to the States. Recall, American airlines did not fly to our country before the introduction of sanctions in 2021, as well as the national carrier in the opposite direction.
