Foreign business trips for civil servants must be coordinated with the KGB.
A representative of the Belarusian Congress of Democratic Trade Unions told "Salidarnastsi" that he found a very characteristic 9th paragraph in the regulation "On official business trips abroad", which was recently approved by Alexander Lukashenko.
"Going on business trips to participate in events organized (conducted) and (or) financed with the participation of public organizations of a foreign state and (or) international non-governmental organizations, with which the Republic of Belarus is a partner. Suppose you have received an invitation to a conference. What should you do to get the KGB to coordinate the trip:
1. Find out the sources of funding for the event you are going to, which is already a very difficult task in itself. For example, invitations to conferences usually do not include such information. And the corresponding inquiry, most likely, will cause the organizers, at least, bewilderment.
2. If it is still possible to get information about the sources of funding, it will be necessary to establish whether the Republic of Belarus cooperates with these public organizations or not?
3. To get "plans and lists of participants" of the conference.
To solve these tasks, one should possess the skills of James Bond.
For now, this provision applies to "state, government and parliamentary delegations of the Republic of Belarus, employees of state bodies (state organizations)". But the rest should not be deceived either.
Special services are trying to maximize their powers. Therefore, the next step may be the approval of all foreign trips in the KGB, regardless of the status of the organization - to minimize the "corrupting influence of the West" on the citizens of Belarus and the possibility of their recruitment by agents of the CIA, Mossad and Japanese intelligence.
The use of another practice of the USSR hints that other Soviet experience may also be in demand. For example, exit visas.
In the USSR, any trip abroad, even on vacation and even to friendly countries, had to be coordinated with the "competent authorities." The process of obtaining an exit visa included consideration of the candidate in trade union and party organizations, as well as checks by the KGB and the Interior Ministry.
So, the current authorities still have something to strive for. Under the current authorities, the marasmus will only grow stronger.
