US President Donald Trump has decided to act tougher after Russian troops hit a kindergarten in Kharkiv with drones.

Even in the White House, many were surprised by the speed with which US President Donald Trump decided on a new package of sanctions against Russia.

According to the publication, citing senior administration officials, the White House chief had been telling advisers for months that he would one day decide to act more decisively against Moscow.

The sources said Trump was guided by "instincts" and decided it was time to change his approach to Russian dictator Vladimir Putin.

The president, sources said, also recalled the experience of the Gaza negotiations, noting that tough action brought results.

"Toughness led to action," the senior official said.

Allied pressure and long hesitation

Trump was pressured by Senator Lindsey Graham and Senate Majority Leader John Thune to impose sanctions as quickly as possible. They convinced the president that doing so would help put Putin at the negotiating table and reach an agreement to end the war.

"We want to do everything we can to support the efforts of the president, his team and our allies to end the bloodshed and bring it to a peaceful conclusion," Senate Majority Leader John Thune said.

Trump had considered sanctions since returning to the White House in January but hesitated, fearing it would push Putin away from negotiations. Even so, he made the decision after a series of Russian strikes on civilian targets in Ukraine.
