The Hamas commander was responsible for preparing terrorist attacks and launching rockets from Lebanon towards Israeli territory. In addition, Samer was the commander of the military forces in the Ain al-Hilweh camp near Sidon, and was responsible for recruiting and training terrorists to attack Israel.
