The Ukrainian political scientist spoke about an important signal for the Kremlin from the U.S. President.

U.S. President Joe Biden arrived in Kyiv on an unannounced visit. On February 22, Putin is expected to make a speech timed to coincide with the anniversary of the war in Ukraine.

Will the head of the Kremlin be able to somehow respond to the strong step of the U.S. president?

The Charter97.org website talked about this with Volodymyr Fesenko, Ukrainian political scientist, head of the Penta Center for Applied Political Research.

"This is an unprecedented visit by Biden. Not only did the U.S. presidents not come to Ukraine for more than 15 years, which makes the visit very significant, it is important that the visit takes place during the war. The arrival of President Biden is a demonstrative gesture of support for Ukraine and a signal for Russia.

If you like, this is a manifestation of a psychological duel between the U.S. and the Kremlin. Biden arrived in the capital of a warring country. Over the past twenty years, I do not know of precedents when an American president would visit the capital of a warring country.

The heads of the White House came to support their military in Iraq and Afghanistan, and here is a completely different country where there are no military. There are only American embassy workers, advisers, but this is an unprecedented step.

This is a signal to Putin and Russia. I think this is not accidentally tied to the anniversary of the war, and this is a proactive move. We saw a demonstration that Biden and the U.S. are not afraid of Putin.

The United States has crossed the "red line" and in a psychological duel, one might say, this is a knockdown for Putin. I'm just sure that today Russian propagandists will choke with anger. They will demand an attack on Kyiv: "Where are the strikes?" And they cannot strike, because not only in the West, but also in the Kremlin, they are afraid of the moment of a direct military clash.

Therefore, the very fact of the visit is unprecedented and extremely important in the context of the military-political and psychological confrontation between the United States and Russia, one might say, between Biden and Putin."
