Pack Of Dogs Sets Up 'Curfew' In Several Villages Near Hrodna

The village council does not know what to do.

A pack of dogs has set up a "curfew" in several villages near Hrodna: a local resident, who sheltered the mongrels, lets them out into the street every night where the animals walk unattended. They kill poultry, attack dogs on chains and even attack people. At the same time, there is no control over the owner of the animals: she can only be punished with fines, which she does not pay anyway, says the ONT TV channel.

The entire neighbourhood complains about the pack of dogs that she locks up during the day and lets out for a walk at night. The victims of dogs are domestic animals, and locals try not to walk alone and stay at home in the evenings. At the same time, technically everything is according to the law: the animals have a mistress, which means they can neither be captured nor taken away.

The hounds killed over a hundred hens, geese and turkeys at the Abukhovichy farmstead and a two-meter high fence had to be built around the house. The dogs have torn apart even the backyard dogs on chains and are trying to attack people as well; both children and adults are afraid to meet them. On one occasion, a six-year-old girl was bitten by a dog, locals say.

"In the morning, it is even impossible to go to school," complains a woman from the village of Abukhovichy, she says, walking 200 metres to the bus stop is a problem because of aggressive dogs.

And passengers have to walk to the Zhytomlia railway station in crowds and with sticks to fend off the pack.

The foster owner herself insists that her dogs have never bitten anyone and explains that she lets them out at night for around an hour, "because they need to run".

The woman doesn't have registration in the house without water, heating or electricity and lives with the permission of an acquaintance. The locals offered her help in setting up the enclosures, and applied to the Village Council, Housing and Utilities Committee and the police, but so far they have had no success.

According to the police, the resident of the village has been repeatedly convicted. She has been issued reports for violation of the rules on keeping pets, and she has been fined, but she still has not paid them. However, the animals cannot be confiscated or seized - technically, they are not considered to be stray animals. The Abukhovichy village council also acknowledged that, "apart from taking public action," there was nothing else they could do.

Earlier, it was reported that three German shepherds killed a man who went out for a jog in the evening in the Pastavy district.
