There Exists An Agreement
ANDREI SANNIKOV

The abscess keeps getting worse and worse, and it would be better to puncture it before it bursts inward.

It seems that the disease of the Russian Foreign Ministry, which suggests forgetting about international law and talking nonsense, has turned out to be contagious for democratic countries as well.

It has been three days since the accomplice of dictator Lukashenka from the foreign ministry announced that his master really wants to deploy nuclear weapons on the territory of Belarus, and yet there has been no adequate response.

On the other hand, at a meeting of the presidents of Lithuania, Poland, and Ukraine in Guta, Ivano-Frankovsk region, all three expressed confidence that it was Putin who was forcing Lukashenka to voice his dangerous statements.

I don't think so, but if the presidents are sure that this is the case, why were no official inquiries to Russia about the statements of their counterpart from Belarus sent immediately?

Belarus does not have nuclear weapons and, I hope, never will. Russia does, unfortunately.

Both states are parties to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT).

Violation of this treaty is a serious matter that falls within the competence of the UN Security Council.

Under this treaty, the nuclear-weapon states pledge not to transfer and the non-nuclear-weapon states pledge not to receive nuclear weapons.

The obligations of the nuclear-weapon states are as follows.

"Article I.

Each of the nuclear-weapon States Parties to this Treaty pledges not to transfer to any recipient whatsoever nuclear weapons or other nuclear explosive devices, or control over such weapons or explosive devices, directly or indirectly; and not in any way to assist, encourage or induce any non-nuclear weapon State to manufacture or otherwise acquire nuclear weapons or other nuclear explosive devices, or control over such weapons or explosive devices."

In case of violating the Treaty, the UN Security Council is obliged to take measures up to and including the use of force against the violator.

However, for some reason, no formal action followed the threat from Minsk.

If the three presidents of the countries neighboring Belarus consider the threat as serious, as they said in Guta, then preventive measures under the NPT must be taken.

If it is perceived as another bluff of a psychopath, it is all the more necessary to call him to account.

But don't hope that it will "resolve by itself". The abscess keeps getting worse and worse, and it would be better to puncture it before it bursts inward.
