The General Prosecutor’s Office came up with a scandalous proposal.

The Prosecutor's Office of the Homel region came up with a proposal to review approaches to referral of employed citizens to Medical-Labour Centres (MLC). They explain it with the fact that the referral to MLC often cost citizens their jobs and it only increases expenses for support of children.

The Prosecutor's Office offers to restrict a legal capacity of alcohol abusers so that they could not manage their own salaries. According to the department, such approach can dicrease the number of the unemployed. Officially employed citizens can return money spent by the state on support of children.

BelTA cites examples: a man worked in an organization since 1991; after the MLC he was fired. He was only liable for being drunk in public places. And he was found under intoxication on his day-off in the evening.

Another man, the official agency informs, was referred to the MLC for three moths, his salary made up only 43 rubles per month. Before the MLC his average salary equaled to 321 rubles. During his presence at the MLC he owed to the state 600 rubles. At that, the person was not administratively liable for three years in a row, and missed only one working day.

The Prosecutor's Office notes that it would be reasonable to file a petition in court to restrict a legal capacity of people who misused alcohol so that they could not receive and manage their salary on their own. It allegedly curbs unemployment, and the officially employed have a chance to take back funds spent by the state on children's support.

Forced referral of Belarusian citizens to the MLC takes place amid violation of human rights and the practice of the forced labour. In fact, the MLC is a labour camp.
