Belarusians May Be Banned From Selling Goods Via Internet

The Council of Ministers prepared a resolution.

In Belarus, they want to prohibit online trade with second-hand goods. Such a proposal is contained in the draft resolution of the Council of Ministers, which provides for the introduction of amendments and additions to the rules for the sale of goods in retail sales on samples. The document was brought up for public discussion; it is available on the MART website.

The MART explains that, at the suggestion of the Bellegprom concern, “to provide the population with high-quality and safe products from the light industry, the list of goods that are prohibited to trade online is supplemented with used clothing and shoes,” tut.by reports.

“The introduction of this prohibition is due to the fact that when selling such goods, including through online stores, buyers do not have the opportunity to fully obtain information about the condition of the goods and their shortcomings from their photos or descriptions posted on a website,” they note in the department. “At the same time, buyers, purchasing such goods in the online store and carrying out preliminary remote payment before the delivery of goods, are no longer able to return such goods, since, in accordance with paragraph 2 of Article 28 of the Law, used goods are not subject to exchange and return. In addition, this measure will reduce the number of violations in the sale of second-hand goods.”

In MART, they explain that according to the results of the monitoring carried out by the Bellegprom concern, the sale of used underwear, clothing and shoes for children was revealed in some online stores. “At the same time, in accordance with paragraph 99 of Regulation # 703, the sale of such goods is not allowed in principle,” the department said.
