Who, except the President of Ukraine, is interested in the dissolution of the Verkhovna Rada?

Today, during the inauguration of the sixth President of Ukraine Volodymyr Zelenskiy announced the dissolution of the Verkhovna Rada. Also, the President of Ukraine offered the Cabinet of Ministers to resign. The first steps of Volodymyr Zelenskiy as the president were commented by Bohdan Yaremenko, director of the Maidan of Foreign Affairs Foundation, head of the Kyiv organization of the UKROP party, specially for the website Charter97.org.

- The Zelenskiy team warned about the so-called “tricks”: about something unusual during the inauguration. The philistine opinion was prone to some cheap effects: for example, to the fact that Zelenskiy would come to the inauguration procedure on a bicycle, like his character Holoborodko in the TV series “Servant of the People”.

It turned out that Zelenskiy's “tricks” are serious enough.

The appeal to the government of Groisman was more political. It was pure criticism and evaluation of their activities - no more than that. The president in Ukraine does not appoint members of the government. Therefore, a call for the Cabinet to resign is nothing more than a political gesture.

As for the Verkhovna Rada, the Ukrainian president has the right to dissolve the parliament. Therefore, in this case, the legal basis, although not indisputable, is still there.

In Ukraine, for the past 2 years, the established parliamentary coalition did not meet the requirements of the Constitution. How Zelenskiy will present it, and whether the parliament will agree with this remains unclear yet – let’s wait and see.

However, whatever the legal basis of such a gesture by the President of Ukraine is, it is completely legitimate in terms of evaluation by the citizens of the country. I think that the overwhelming majority of Ukrainians will support the dissolution of parliament, which is extremely unpopular and has the lowest level of trust among the state institutions.

In addition, there are enough political forces in the Verkhovna Rada itself that are interested in the elections being held as soon as possible. Including - the party of former president Petro Poroshenko. The fact is that after losing the immunity of the ex-president Poroshenko, legal proceedings may begin, which may further undermine the credibility of him and his political power.

Secondly, these are the opposition parties, including those of pro-Russian nature. It is also the deputies elected in majoritarian districts, who are “heated” after the presidential election, and where the mechanisms of interaction with voters have been developed.

Therefore, I believe that Zelenskiy will be able to insist on his decision, so unusually expressed in such a tough and categorical form. And not only to insist, but also to score certain political points on it.

- How can the change of power in Ukraine affect relations with Belarus and the Lukashenka regime?

- We have seen that Lukashenka was not at the inauguration of Zelenskiy, in contrast to the fact that he attended the inauguration of Poroshenko. Whether this is the designation of a new milestone in the relationship or simply a mismatch of graphs - we will find out soon.
