The government of the Russian Federation has submitted for ratification to the State Duma a protocol on amendments to the agreement between the Russian Federation and Belarus of 2007.

The government of the Russian Federation has submitted for ratification to the State Duma a protocol on amendments to the agreement with Belarus on the supply of oil and oil products, interfax.by reports.

The document is published in the electronic database of the lower house of parliament. This is the agreement between Russia and Belarus dated January 12, 2007, changes to it were signed on October 10, 2018.

The protocol establishes procedures for agreeing indicative balances and protocols, as well as prohibiting the export of oil and oil products supplied from the Russian Federation to the Republic of Belarus. It also provides that in the absence of an agreement between the parties regarding indicative balances or protocols before the beginning of the next calendar year, oil or other goods are supplied in the current calendar year in the amounts provided for by indicative balances and or protocols for the previous calendar year.

The protocol defines restrictions on the use of temporary periodic customs declaration when exporting petroleum products from the Russian Federation to the Republic of Belarus and retains the possibility of applying temporary periodic customs declaration when exporting petroleum products from the Russian Federation by pipeline transport, the explanatory note reads.

The annual balance of oil supplies from the Russian Federation to Belarus amounts to 24 million tons, in fact Minsk buys 18 million tons, the export duties from the remaining 6 million tons are transferred to the Belarusian budget. Such a scheme was agreed by the parties in April 2017.
