Lukashenka has reasons for fear.

While appointing assistants and heads of local authorities, Lukashenka noted: “We will take the exam this year and next year. And do not be afraid that we will actually take the exam. We will seriously prepare for this. And we will show people our ability to manage the state.”

The political analyst Valery Karbalevich comments on the dictator's words to Zavtra Tvoyej Strany.

– Power tries to preserve itself, – he stresses.

There are, according to the expert, economic tasks as well – “to make non-working state-owned enterprises and completely unprofitable agricultural enterprises work, to try to squeeze some result out of them.”

“Elections,” even under an authoritarian regime, are a definite challenge, a crisis of legitimacy, the political scientist notes. The authorities are trying to keep the situation under control, to maintain “stability.”

– To keep public trust in the authorities is an eternal problem, any political regime in any country constantly has it on the agenda. You can't solve a problem for the rest of your life. It never happens anywhere, in no country, – Valery Karbalevich said.

The Belarusian authorities always have reasons for concern, the political scientist believes.

– For already ten years, the authorities have not been able to provide an increase in the average salary. The standard of living is making no headway although in other countries it is growing. This causes public discontent, and the authorities understand this, the expert emphasizes.

Moreover, in the absence of feedback from the society, the authorities simply do not know which latent processes are taking place in society.

– Sometimes it happens that our people start protesting completely unexpectedly for the authorities, – the expert recalls the events of February-March 2017, when people protested against the decree on "parasites." – The authorities could not imagine that an absolutely correct, from its option, decree would suddenly cause popular discontent. This is the result of the government's lack of feedback from the society, lack of real understanding of what is happening in the society, so, it is fraught with an unexpected outbreak at any moment.

This, in the expert’s opinion, worries the authorities and keeps them alerted.
