Belarusian Drivers Launch Struggle With ‘Letters Of Happiness’

Drivers have requested to indicate a speed limit on the "Photo Control" sign.

On each sign "Photo Control" it is necessary to indicate the current speed limit. This norm must be enshrined at the legislative level, according to the authors of the following petition, which appeared on the Web. They are now collecting signatures under the petition, it is planned to send it to the Ministry of Transport, the administration of Lukashenka, the State Committee for Standardization, and the Council of Ministers.

The petition says the following:

Almost every driver in Belarus at least once received a “letter of happiness” with a penalty for speeding.

In our opinion, the most common reason for exceeding the speed limit is not at all the driver’s lack of discipline, but the unsatisfactory organization of informing drivers of the established speed limit. It is worth remembering how many complaints are caused by the installation of road signs on the Minsk-Mahiliou highway, where only the "Crossroads" sign often indicates a change in speed limit. And that is where the camera is installed.

It is clear that a driver must know the traffic rules. And it is clear that the budget of our country needs regular replenishment. But maybe authorized organizations should still respect their citizens and not arrange permanent exams, puzzles on the roads? It distracts from driving and often leads to accidents. For example, when drivers, having seen the warning sign of a photo control, sharply slow down “just in case”, unexpectedly dropping speed not to the permitted, but lower than any reasonable limits.

In addition, a driver may not physically see the speed limit sign due to a passing bus or truck. Attentiveness, observation, discipline and perfect knowledge of traffic rules in this case will not save them from involuntary violation.

We believe that combining two signs on a single plate - "Speed limit" and "Photo control" - cannot cause any significant additional costs. We ask you to use this opportunity to focus the drivers’ attention on the speed restriction by duplicating it on the 1.36 sign (of course, the requirement that this sign is mandatory, and regarding the places of its installation, should be preserved). This, in our opinion, will certainly contribute to the traffic safety.

We urge to establish a mandatory indication of the speed limit on sign 1.36 "Control of the movement regime", at the legislative level. By the way, according to the Belarusian National Standard, since January 1, 2019, the sign 1.36 should be duplicated in the dividing strip, and in the course of fulfilling this requirement it would be reasonable to install signs indicating the information about the speed limit.

We are convinced that an additional “reminder” on speed limits will reduce the accident rate and the number of speed violations. We hope that this is the purpose of the installation of road signs.
