Well-known blogger from Aktsiabrski (Homel region) Andrei Pauk was detained by the police while livestreaming. He wanted to attend the session of the district council of "deputies". However, he was denied an opportunity to see what the "deputies" are doing at the session, Radio Liberty reports. "You are not allowed to be here," the policeman said and led the blogger out.

Andrei Pauk is sure that the actions of the police are illegal. Under the law "On Local Self-Government", sessions of "councils of deputies" are conducted openly and publicly. They are entitled to be attended by both officials and citizens. Such a rule is provided for in article 9.

This is not the first attempt of the blogger to get to the meetings of the executive committee and the sessions of the district council. Officials do not allow him to attend meetings. It is said that information on the activities of the "vertical" can be found in the district newspaper.

"But I want to have full and objective information about the activities of our authorities. And I have the right to that," the blogger persists.

The prohibition to attend meetings was appealed in court. The judge of the Aktsiabrski court refused to consider the case and applied for own recusal. The case was sent to the court of the Mazyr district. The court dismissed the blogger's complaint about the actions of the officials.

"Today I will write a complaint about the actions of the police to the prosecutor's office. I consider their actions illegal. The decision of the court is not yet in force, I will appeal it. I will break through to the sessions and the meetings, because I have the right as a citizen to be there. In the end it's a show, the subscribers of my channel like this and put many likes," commented Andrei Pauk.

He set out to make the local government more open to people. Today, the blogger believes, the government is closed.

Human rights activist from Homel Leanid Sudalenka calls today's detention of the blogger arbitrary. The fact that the police did not dare to draw up an administrative protocol testifies to this statement. The blogger was simply interrogated in the police department.

"All the legislation - on the public service, and on governance, self-government, and the Constitution - gives priority to the rights of citizens, and not to the state. A citizen has the right to receive information, as well as to attend meetings and sessions of local authorities. Officials refer to the regulations of the district council. But the regulation cannot contradict the national legislation," the human rights activist believes.
