He is the author of the most corrupted system in the world.

More than 60 defendants - 37 of them are already detained - are involved in the "medical workers' case" in Belarus. On Saturday the Ministry of Health informed that mass arrests would not influence the quality of medical services of Belarus. Is it true?

Almost on the same day the head of the NSSF (National Social Security Fund) of Brest regions offered to legally abandon Belarusians to stay on sick leaves for more that three (!) days per year. And on Saturday, July 14, it became known that some drugs started to disappear from Minsk pharmacies.

What does really happen to the Belarusian health care sector and how soon will we experience consequences of mass arrests? Well-known Belarusian film director Yury Khashchevatski answers questions of Charter97.org.

- To start with, please, tell us, what has initiated the "medical workers' case"? It sounds like anachronism going back to Stalin's period...

- This economic system built by Lukashenka made medical workers, traffic police inspectors and teachers, who receive chocolates and cognac as a gift, main bribe-takers. These small exactions are the result of mistakes made by the authorities in the economy.

Just remember wages of medical workers. And attempts they make to escape from the country. If they live on their wages only, they will be beggars. Our system of "social justice" incites people to these actions. The very model of our country makes no other variants possible. If you do not behave like this, you will be a black sheep and the system will "swallow" you.

In point of fact, I don't say that the people arrested recently are victims. They took bribes, and we know it perfectly. However, Aliaksandr Lukashenka has made the system operate like this.

Let's recall what happened almost 25 years ago when Aliaksandr Lukashenka came to power. It happened on the wave of the "fight" against corruption. He promised people to "send all bribe-takers to the Himalayas".

The first thing he should have been done is to fly to the Himalayas on his own. After all, he is the author of the most corrupted system in the world.

As soon as a public servant takes the wheel, he runs wild. And it happened in our country. It would have been acceptable to blame medical workers of bribery of $2.5, if it had happened in Belgium or Holland.

As for now anti-corruption efforts are only justified if all residents of Drazdy are jailed. And first of all, it concerns the aouthor of the corruption system, which has poisoned and ruined our country. This step is of high priority.

Speaking frankly, no other steps are required. Because, I know, this vicious circle would be broken then. And medical workers would receive a decent salary and stop deal with small extortions.

Everyone knows that fish stinks from the head. The head in our country is rotten for a long time, and the corruption is looked for in "the tail".

- The KGB has recently demonstrated video with money seized within the anti-corruption campaign. Why do the authorities make a show of it?

- You are right, it's a show-off. Lukashenka wants to represent himself as the "restless corruption fighter" so that the society could forget about the main corruption moment - about his 12 or 16 residences. As well as about his personal jet, which costs whole lot of money. About enormous amounts of money illegally spent on "the Lukashenkas".

That is the root of corruption. Every person of the inner circle of Lukashenka sees that he takes a half billion for his personal use and takes some sum for himself as his assistant.

And it bears the chain reaction: everyone wants to steal some money.

As a result, "corruption fighters" resist the temperature instead of resisting the virus which causes this temperature. It’s the virus which has come on the Belarusian reality, the Belarusian social and economic model.

And the "medical workers' case" does not make any sense. After all, Lukashenka has appointed short-minded, rude people without principles. As rust, these features will eat all structures both in state and society.

- Will the current situation in the health care sector influence the health state of Belarusians and in what way?

- Yes, it will. I can also serve as an example. I constantly need one type of drugs, which are absent in our pharmacies. I have to do my best to take it from Lithuania.

Why is it like that? Because this medicine is not allowed to the Belarusian market by the authorities to let another one - allegedly a substitute - take its place, although it does not work.

It reality it aims at promotion of a medicine of poor quality instead of a good one. This is typical for all spheres in our economy. And we will miss many items in pharmacies.

That is the essence of the corruption trap of Belarus: to make preferences for drugs of poor quality to let yourself and the people you need make money. That's the corruption! It's the place it hides. And it does not only touch upon drugs, this sphere is more monitored.

Thus, Lukashenka and his inner circle make their pickings out of my health and health of millions of Belarusians.

Will anything change, if some medical workers are jailed? No way, it will get even worse. Because scared medical workers who dream of moving to other countries will be more active about the issue. The most talented will leave. And only obedient С students will stay and will keep taking bribes and small gifts. It will continue.

This power is not capable of creating a modern health care system, because it relates to the free services market. Free economy jeopardizes the "vertical".

And it turns out that Aliaksandr Lukashenka is Chief Physician of the country. He is also the key hockey player, chief physician and mathematician, chief member of the Academy of Sciences, and Senior Specialist for "Slavic Bazaar". That's it. No furniture should be shifted, but girls in our house of ill fame should be removed.

This power makes us lose both our independence and ourselves. The number of us is decreasing and our voice is barely heard. What will it result in? It's time to think it over.

The only way to stay safe is to protest and to defend ourselves. To overthrow this power. There is no other option. The key thing is that people should come up with it unless it's too late.
