Online-Hunting For Apartments Of "Parasites" Begins

The authorities are capable of any nonsense.

The database on "parasites" of Belarus is valid since September 1, not since December 1 like it was initially planned.

Such changes relate to online reports on "parasites": since early autumn new electronic "service" on data transfer on the unemployed is valid in the Ministry of Labour. "State bodies and other organizations" can use this information.

Meanwhile, experts have already warned about the greatest hazard of the decree. "As soon as Decree No. 1 comes into full force and people are not able to pay for utility bills, they will be evicted. And remember that not utility bills but the penalty of 109% p.a. pose the greatest hazard," human rights defenders assert.

Will the online-spying on the unemployed be useful? Will Belarusians take the path of losing their property and eviction? Charter97.org asked head of Strategy Analytical Centre Leanid Zaika and public activist, representatives of the Belarusian National Congress in Slonim Victar Marchyk for comments.

The BRYU and Belaya Rus will rat out the unemployed.

- It's clear what organizations will be active in this situation. Decent people will not deal with it. It will be the business of state bodies like the BRYU, Belaya Rus and others. It's possible that it will be rated. The authorities are capable of any nonsense.

Belarus lacks the competition of ideas; we observe a complete stagnation in minds of the authorities, Leanid Zaika believes:

- Compared to Belarusian officials, Leonid Ilyich Brezhnev is Jean-Jacques Russo on the background of a French peasant of the 18th century. There should be liability for Decree No.1 and its database. After all, no idiocy goes unpunished. I'm surprised why registration mark in passport still exists. My friends from Kazakhstan arrived; they are shocked with how much information the Belarusian state collects. It seems like Lukashenka and his officials rolled back for decades, unless they were allowed abroad.

Dear officials, give us your salaries

Decree No.1 fits perfectly into the system of forced labour in Belarus, which the ILO Commission has already called "modern slavery", Victar Marchyk believes.

- All this mess with the decree on "parasites" aims only to make people work hard for minimum salary. In principle, I would not call it salary. It's rather ration to keep a slave barely alive and to make him raise money for a master next day. Just look at salaries of officials who do not produce anything! Dear officials, let's just switch salaries with workers at enterprises.

Many social networks were created with the participation of special services, that's why the online database is other way to split budget money, Leanid Zaika believes.

- It already exists. It's enough to watch photos from Turkey or Egypt uploaded on social networks to learn what Frosya Burlakou is engaged in now. Online database already exists. Let them not to play idiots and try to look profitably busy.

Hammurabi's Never Dreamed Of…

Victar Marchyk believes that the Belarusian system of relations between the society and the Government does not provide a carrot, it has only a stick.

- The invented strategy of depriving "parasites" of their apartment serves as such a stick. It has a reason why the new version of the decree aims at utility bills increase. Just imagine that the penalty equals to 109% per annum! The Code of Hammurabi taught us the codification of the slavery system; it provided only 33% debts in food p.a. and 20% in money. It was the ceiling, a higher percentage was forbidden. It turns out that Lukashenka has created the most "advanced" debt serfdom in the history of mankind. Hammurabi's never dreamed of it.

The authorities can paralyze their activity with Decree No.1, Leanid Zaika suggests.

- We have 118 districts in the country. There are about 4 thousand unemployed in each of them. It will make up a huge amount of paper work. Just imagine these red faces who forage among papers. If we want them to do nothing, let's order them to deal with it. Medical practitioners tell me that they are forced to seek "parasites" who used free medical care. It we consider it from a strict scientific point of view; it will be sabotage within information streams, which blocks the work of many people. The Ministry of Labour should deal with work, and not to seek those who left for Russia to earn some money. Why do they do this? It's the work imitation.

Tough Bandits

Victar Marchyk believes that those who have stood in the authorities' way will be deprived of everything they have - apartments, cars, and other property.

- Since September 1 it will be a great opportunity to settle the score or to grab property for personal gain. One can just keep working on computer. Just imagine a person playing a computer game. And here the state has come up with a strategy and invites you in. The signal is given: online-hunting for apartments of "parasites is on since September 1. They seek an unemployed, make a click, stiff with "utility bills", and give an apartment to their relatives. Knights of the road id not dare to do this.

The penalty of 109% for utility bills, which is to be raised from the unemployed, can be considered as economic crimes, Leanid Zaika believes:

- One private company offered me a contract with penalties of 80% for late performance. Guys, if the penalty exceeds 3%, it's the reason to sue for violation of consumer rights. Penalty of 109% needs no comments. The only option is a grave punishment of the housing and communal services in court. "In the gravest way possible", as one infamous person usually says.

A free person can render a response

Victar Marchyk believes that the authorities still remember protests of 2017:

- "Parasites" are not the unemployed. These are people who've found strength not to work hard for a penny and not to be bound by unfair "contract" with the state. They usually work abroad and often earn even more than those who fear to change something in their lives. One can say they belong to the revolutionary class, they are "yeast" for popular upheavals. A free person can render a response. The authorities know it, so decree of No. 1 is more vile and cunning than decree of No. 3. See which way the cat jumps. There can be other part of the thriller "Lukashenka, resign!".
