“They Spy Upon Movements Of People Using Decree On “Parasites”

Belarusians have the right not to disclose any personal information to the authorities.

The updated version of the decree on “parasites” has taken effect in Belarus. According to the decree, a database of those “not employed in the economy” will be created by December 1, and from January 1, the “parasites” will start to pay 100% for communal services.

Whether the actions of the authorities are legitimate and whether it is possible to boycott the demands of the “parasite commissions” when providing your personal data. Aliaksandr Bukhvostau, chairman of the Free Trade Union of Metalworkers, commented on the situation with the “lists of parasites” to Charter97.org:

– This decree is a gross violation of international norms and human rights.

There is an international convention, which prohibits forced labor. And Belarus ratified it back in the day. The authors of the decree thus violate the international agreements signed by our country. That’s the first thing.

And the second one is that the creation of the database and “lists of parasites” is an unconstitutional act. It turns out that the authorities, using this decree, spy upon movements of people, restrict their rights and get to their personal information.

There are a lot of types of personal information that, according to the laws in force, a person has the right not to disclose to anyone. The decree on “parasites” violates this right.

It is illegal end to end, is in line with the spirit of the political regime established in Belarus. There can be only one attitude to this decree: we must protest.

– The new version of the decree pays special attention to Belarusians working abroad. They are automatically included in the lists of “parasites” and have to submit copies of their foreign labor contracts to the commissions. How do you comment on this?

– Such things are very difficult to comment on, because this requirement – to send data about your place of work – goes beyond the normal labor and social relations.

This is contrary to the laws of the countries where the Belarusians are working now. A person has the right to work in peace and pay taxes in the country where he is employed. The Belarusian authorities should not be concerned.

The Free Trade Union of Metalworkers is outraged by Decree No. 1. Any of its points is a complete restriction of the Belarusian citizens’ rights.

– Today, about 1.4 million Belarusians do not pay taxes in the country. Most of them are those who work abroad. Taken together with families and relatives, it is almost half of the country population. Why do the authorities turn a huge number of people against them?

– The question here is when the authorities feel the result of their actions. So far, people have not received notifications with 100% payments for utility services. When they receive them and feel first-hand all the “great thing” about the decree on “parasites,” a situation similar to mass protests in 2017 may arise. I do not exclude this.

So far, it is difficult to say what form the outrage of people will take. To begin with, they must experience the effect of the decree. It is possible that the protesters will again appear on the squares of the Belarusian cities. But, first, we must explain to people the danger of Decree No. 1. Secondly, the “parasites” themselves should show the example, that is, the citizens who are on these illegal lists. Perhaps then working people will join them.
